What is DOFOLLOW and NOFOLLOW
This atributes are used to tell Google to follow or not to follow a link published on a forum, blog, etc.
This attribute NOFOLLOW is used to block spamming on forums and blogs . When the postmaster put this attribute, you cannot publish your link on his website.
There are a lot of forums that permit to post link with DOFOLLOW atribute and you can use these websites to put your blog or site link.
Publishing links on other websites is an SEO intrument.
