PayPal is the most important payment processors in the world.
Payment processors are online application that help you to pay online to merchants or to transfer funds to your family and friends.
The main advantage of payment processors is that nobody can see your Visa card info (except paypal of course) and they make your online payments safer.
As a merchant you can use your Paypal account to receive money. ( Ebay is an important partner for Paypal because there customers and merchants meet and exchange goods for money).

I use Paypal for more than one year and my opinion is that is a safe payment processor. If you have some issues with merchants, you can complain to Paypal and they will block the money and will give your money back into your account, if you can make resonable proves.
